On October 7, 2026, Taiwan Intellectual Property Office (TIPO) issued Decision No. 11560016211 regarding the music licensing rate review requested by Jiutai Technology under Article 25 of the Copyright Collective Management Organization Act. TIPO ruled that the omnibus licensing rate for public performance and secondary public broadcasting by the Asia-Pacific Music Collective Management Association (ACMA) in hotel rooms, B&B rooms, and hospital wards is set at NT$25 per room annually.
While businesses often fear exorbitant music royalties from collective management organizations, this ruling establishes a predictable ceiling for room audio playback. However, this NT$25 rate applies exclusively to music repertoires managed by ACMA and is strictly limited to guest rooms and hospital wards. Businesses that do not broadcast ACMA music or whose broadcasts do not constitute secondary public broadcasting remain entirely unaffected. Furthermore, separate commercial areas within hotels, such as restaurants and gyms, are explicitly excluded from this rate structure.
Operations managers at hotels, B&Bs, and healthcare facilities should recalculate annual ACMA royalty budgets based on their exact room count at NT$25 per room. Additionally, administrative teams must verify whether audio sources played in public spaces like lobbies or dining areas belong to other collective management organizations or commercial public performance services, ensuring that contracts and records for guest rooms and public spaces are managed separately.
